กรณีอัตราค่าปรับเป็นพินัยอย่างสูงไม่เกินหนึ่งหมื่นบาท กำหนดให้เจ้าหน้าที่ ตามข้อ ๑ตั้งแต่หนึ่งคนขึ้นไปเป็นผู้มีอำนาจปรับเป็นพินัย กรณีอัตราค่าปรับเป็นพินัยอย่างสูงเกิน หนึ่งหมื่นบาทให้ทำเป็นองค์คณะซึ่งองค์คณะประกอบด้วย หัวหน้าองค์คณะหนึ่งคนและ องค์คณะอีกไม่น้อยกว่าสองคน
