ก่อนดำเนินการจัดจ้างงานก่อสร้างตามวิธีการตามมาตรา ๕๕ หน่วยงานของรัฐ ต้องจัดให้มีแบบรูปรายการงานก่อสร้างซึ่งหน่วยงานของรัฐจะดำเนินการจัดทำเอง หรือดำเนินการจัดจ้าง ตามหมวด ๘ งานจ้างออกแบบหรือควบคุมงานก่อสร้าง ก็ได้ ในกรณีที่ต้องมีการจ้างออกแบบรวมก่อสร้างซึ่งไม่อาจจัดให้มีแบบรูปรายการงานก่อสร้าง ตามวรรคหนึ่งได้ ให้ได้รับยกเว้นไม่ต้องดำเนินการตามวรรคหนึ่ง โดยกรณีใดที่จะจ้างออกแบบรวมก่อสร้าง ต้องพิจารณาความเหมาะสมของโครงการและวงเงินด้วย ทั้งนี้ หลักเกณฑ์และวิธีการจ้างออกแบบรวมก่อสร้าง ให้เป็นไปตามระเบียบที่รัฐมนตรีกำหนด
