กำหนดให้เจ้าหน้าที่ของรัฐสังกัดกรมศิลปากรตำแหน่งนักจดหมายเหตุ ระดับชำนาญการขึ้นไป ซึ่งปฏิบัติหน้าที่หัวหน้าหอจดหมายเหตุแห่งชาติในส่วนภูมิภาค เป็นผู้มีอำนาจ ปรับเป็นพินัยตามมาตรา ๓๑แห่งพระราชบัญญัติจดหมายเหตุแห่งชาติ พ.ศ. ๒๕๕๖เฉพาะในท้องที่ ของจังหวัดที่เป็นเขตพื้นที่รับผิดชอบของหอจดหมายเหตุแห่งชาตินั้น
