ให้รัฐมนตรีมีอำนาจกำหนดท้องที่เป็นเขตควบคุมสิ่งประดิษฐ์ เครื่องใช้ หรือสิ่งอื่นใดบรรดาที่ทำด้วยไม้หวงห้ามโดยประกาศในราชกิจจานุเบกษา ในการกำหนดตามวรรคหนึ่ง ให้รัฐมนตรีกำหนดชนิดไม้ ขนาดหรือปริมาณของ สิ่งประดิษฐ์ เครื่องใช้ หรือสิ่งอื่นใดบรรดาที่ ทำด้วยไม้หวงห้ามซึ่งผู้ค้าหรือมีไว้ในครอบครองเพื่อ การค้าที่จะต้องขออนุญาตตามมาตรา ๕๓ตรี หรือมาตรา ๕๓จัตวา
