ภายในเขตควบคุม ห้ามมิให้ผู้ใดค้า หรือมีไว้ในครอบครองเพื่อ การค้าซึ่งสิ่งประดิ ฐ์ เครื่องใช้ หรือสิ่งอื่นใดบรรดาที่ทำด้วยไม้หวงห้ามที่มีชนิดไม้ ขนาดหรือปริมาณ เกินกว่าที่รัฐมนตรีกำหนดตามมาตรา ๕๓ทวิ เว้นแต่จะได้รับใบอนุญาตจากพนักงานเจ้าหน้าที่
