ผู้ใดปลอม ทำเทียมขึ้น กักไว้ ซ่อนเร้น ปิดบัง ยักย้าย ทำให้เสียหาย ทำลาย หรือทำให้สูญหายหรือไร้ประโยชน์ซึ่งเอกสารหรือแบบใด ๆอันเกี่ยวกับส่วนได้เสียของรัฐใน การระหว่างประเทศต้องระวางโทษจำคุก ไม่เกินสิบปี
