ให้กระทรวงสาธารณสุขประกาศกำหนดสถานที่ที่เป็นศูนย์คัดกรอง ทั้งนี้ ตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่คณะกรรมการบำบัดรักษาและฟื้นฟูผู้ติดยาเสพติดกำหนด โดยประกาศในราชกิจจานุเบกษา ให้ศูนย์คัดกรองมีหน้าที่และอำนาจ ดังต่อไปนี้
(๑) ตรวจหาสารเสพติดในร่างกาย
(๒) คัดกรองและประเมินความรุนแรงของการติดยาเสพติด ภาวะความเสี่ยงทางสุขภาพกาย หรือสุขภาพจิต
(๓) พิจารณาส่งต่อผู้เข้ารับการบำบัดรักษาไปยังสถานพยาบาลยาเสพติดหรือสถานฟื้นฟู สมรรถภาพผู้ติดยาเสพติด
(๔) จัดทำข้อมูลเกี่ยวกับการคัดกรองและข้อมูลอื่นของผู้รับการคัดกรอง
