ให้รัฐมนตรีว่าการกระทรวงสาธารณสุขและรัฐมนตรีว่าการกระทรวงอุตสาหกรรม โดยการเสนอแนะของคณะกรรมการควบคุมยาเสพติด มีอำนาจประกาศกำหนดเกี่ยวกับสารระเหย ดังต่อไปนี้
(๑) ระบุชื่อ ประเภท ชนิด หรือขนาดบรรจุของสารเคมี หรือผลิตภัณฑ์ที่เป็นสารระเหย
(๒) เพิกถอนหรือเปลี่ยนแปลงชื่อ ประเภท ชนิด หรือขนาดบรรจุของสารเคมี หรือผลิตภัณฑ์ที่เป็นสารระเหยตาม (๑)
(๓) กำหนดการอื่นเพื่อประโยชน์แก่การปฏิบัติตามลักษณะนี้
