การจัดทำและการเสนอรายงานจำแนกลักษณะของนักโทษเด็ดขาดและความเห็น ต่อคณะกรรมการตามหมวดนีต้องดำเนินการให้แล้วเสร็จภายในระยะเวลาไม่น้อยกว่าสองร้อยเจ็ดสิบวัน ก่อนวันที่นักโทษเด็ดขาดรายนันจะพ้นโทษ
