ในการรับฟังความเห็นของประชาชน เจ้าของโครงการต้องสร้างความเข้าใจที่ถูกต้อง เกี่ยวกับโครงการแก่ประชาชน และรวบรวมความเห็นของประชาชนที่มีต่อโครงการนั้น รวมทั้ง ความเดือดร้อนหรือความเสียหายที่อาจเกิดขึ้นแก่ประชาชนด้วย ทั้งนี้ เจ้าของโครงการจะรับฟัง ความเห็นของประชาชนไปพร้อมกับการเผยแพร่ข้อมูลแก่ประชาชนก็ได้
