ให้สำนักงานสถิติแห่งชาติสำรวจตัวอย่างการย้ายถิ่ นของประชากร เพื่อเก็บรวบรวมข้อมูลเกี่ยวกับการย้ายถิ่นของประชากร สำหรับนำไปใช้ประกอบในการกำหนดนโยบาย และจัดทำแผนเกี่ยวกับการกระจายตัวและการตั้งถิ่นฐานของประชากร เพื่อประโยชน์ในการวางแผน พัฒนาเศรษฐกิจและสังคมของประเทศ ตลอดจนใช้เป็นแนวทางในการวางแผนพัฒนาโครงการต่างๆ และแก้ไขปัญหาที่เกิดจากการย้ายถิ่นของประชากร
