ในกฎกระทรวงนี้ “หอพักเอกชนขนาดเล็ก” หมายความว่า หอพักเอกชนที่มีห้องพักไม่เกินห้าสิบห้อง หรือมีพื้นที่ทุกห้องรวมกันไม่เกิน ๑,๐๐๐ ตารางเมตร “หอพักเอกชนขนาดกลาง” หมายความว่า หอพักเอกชนที่มีห้องพักเกินห้าสิบห้อง แต่ไม่เกิน หนึ่งร้อยห้อง หรือมีพื้นที่ทุกห้องรวมกันเกิน ๑,๐๐๐ ตารางเมตรแต่ไม่เกิน ๒,๐๐๐ ตารางเมตร “หอพักเอกชนขนาดใหญ่” หมายความว่า หอพักเอกชนที่มีห้องพักเกินหนึ่งร้อยห้อง หรือมีพื้นที่ทุกห้องรวมกันเกิน ๒,๐๐๐ ตารางเมตร
