ให้ นางกนกทิพย์ รชตะนันทน์ พ้นจากตำแหน่ง รองเลขาธิการสภาความมั่นคงแห่งชาติ สำนักงานสภาความมั่นคงแห่งชาติ และให้ดำรงตำแหน่ง ผู้ทรงคุณวุฒิพิเศษด้านยุทธศาสตร์ความมั่นคง ประจำสำนักนายกรัฐมนตรี ตามข้อ ๑ เป็นพิเศษเฉพาะราย โดยให้ปฏิบัติหน้าที่ด้านยุทธศาสตร์ความมั่นคง และหน้าที่อื่น ๆ ที่สำนักงานสภาความมั่นคงแห่งชาติ ตามที่นายกรัฐมนตรีหรือรองนายกรัฐมนตรี ผู้กำกับการบริหารราชการสำนักงานสภาความมั่นคงแห่งชาติมอบหมาย
