การบริหารราชการตามพระราชบัญญัตินี้ให้เป็นไปตามวิธีการบริหารกิจการ บ้านเมืองที่ดี ทั้งนี้ ตามความเหมาะสมของแต่ละภารกิจ เพื่อประโยชน์ในการดำเนินการตามวรรคหนึ่ง ก.ร. จะออกระเบียบรัฐสภาหรือประกาศรัฐสภา กำหนดหลักเกณฑ์และวิธีการในการปฏิบัติราชการและการสั่งการให้ส่วนราชการสังกัดรัฐสภาและ ข้าราชการรัฐสภาปฏิบัติก็ได้ ระเบียบรัฐสภาหรือประกาศรัฐสภาตามวรรคสอง ให้ประธานรัฐสภาเป็นผู้ลงนามและประกาศ ในราชกิจจานุเบกษา
