ผู้อำนวยการต้องเป็นผู้สามารถทำงานให้แก่สำนักงานได้เต็มเวลาและต้องเป็น ผู้ที่มีคุณสมบัติและไม่มีลักษณะต้องห้าม ดังต่อไปนี้
(๑) มีสัญชาติไทย
(๒) มีอายุไม่เกินหกสิบห้าปีบริบูรณ์
(๓) เป็นผู้ทรงคุณวุฒิซึ่งมีความรู้ ความสามารถ และประสบการณ์เหมาะสมกับกิจการของ สำนักงานตามที่กำหนดไว้ในวัตถุประสงค์และอำนาจหน้าที่ตามมาตรา ๗และมาตรา ๘
(๔) ไม่มีลักษณะต้องห้ามตามมาตรา ๑๕ (๓) (๔) (๕) (๖) หรือ (๗)
