ผู้ปฏิบัติงานของสำนักงานมีสามประเภท คือ
(๑) เจ้าหน้าที่หรือลูกจ้าง ได้แก่ ผู้ซึ่งปฏิบัติงานโดยรับเงินเดือนหรือค่าจ้างจากงบประมาณ ของสำนักงาน
(๒) ที่ปรึกษาหรือผู้เชี่ยวชาญ ได้แก่ ผู้ซึ่งสำนักงานจ้างให้ปฏิบัติหน้าที่เป็นที่ปรึกษาหรือ ผู้เชี่ยวชาญโดยมีสัญญาจ้าง
(๓) เจ้าหน้าที่ของรัฐซึ่งมาปฏิบัติงานของสำนักงานเป็นการชั่วคราวตามมาตรา ๓๕
