ในวาระเริ่มแรก ซึ่งยังไม่มีคณะกรรมการตามพระราชกฤษฎีกานี้ ให้คณะกรรมการ นวัตกรรมแห่งชาติที่ตั้งขึ้นตามคำสั่งกระทรวงวิทยาศาสตร์และเทคโนโลยี ที่ ๔๖/๒๕๕๑ เรื่อง แต่งตั้งคณะกรรมการนวัตกรรมแห่งชาติ ลงวันที่ ๑๕ พฤษภาคม พ.ศ. ๒๕๕๑ ซึ่งดำรงตำแหน่งอยู่ ในวันที่พระราชกฤษฎีกานี้ใช้บังคับ ปฏิบัติหน้าที่คณะกรรมการ โดยให้ปฏิบัติหน้าที่เป็นการชั่วคราว ไปพลางก่อนจนกว่าจะมีคณะกรรมการตามพระราชกฤษฎีกานี้
