องค์กรวิชาชีพอาจจัดการศึกษาขั้นพื้นฐานในรูปแบบการศึกษานอกระบบ หรือ การศึกษาตามอัธยาศัย โดยจัดตั้งเป็นศูนย์การเรียนสำหรับผู้ซึ่งขาดโอกาสในการเข้าศึกษาในระบบโรงเรียนปกติ ทั้งนี้ เพื่อให้มีความยืดหยุ่น คล่องตัว และสนองตอบวัตถุประสงค์ของศูนย์การเรียนนั้น เล่ม ๑๒๙ ตอนที่ ๓ ก
