เมื่อสำนักงานให้ความเห็นชอบคำขอจัดตั้งศูนย์การเรียน และแผนการจัดการศึกษา ตามข้อ ๓ แล้ว ผู้จัดการศึกษาจึงจะดำเนินการจัดการศึกษาได้ การเปลี่ยนแปลงแก้ไขแผนการจัดการศึกษาที่สำนักงานได้ให้ความเห็นชอบแล้วต้องได้รับ อนุญาตจากสำนักงาน
