กรรมการปฏิรูปมีวาระการดำรงตำแหน่งคราวละห้าปี ให้กรรมการปฏิรูปซึ่งพ้นจากตำแหน่งตามวาระอยู่ในตำแหน่งเพื่อปฏิบัติหน้าที่ต่อไปจนกว่า กรรมการปฏิรูปซึ่งได้รับแต่งตั้งใหม่เข้ารับหน้าที่ กรรมการปฏิรูปซึ่งพ้นจากตำแหน่งตามวาระ อาจได้รับแต่งตั้งอีกได้
