ในวาระเริ่มแรก ให้คณะรัฐมนตรีแต่งตั้งคณะกรรมการปฏิรูปตามมาตรา ๘ ให้แล้วเสร็จภายในสิบห้าวันนับแต่วันที่พระราชบัญญัตินี้ใช้บังคับ ในระหว่างการจัดทำร่างแผนการปฏิรูปประเทศตามมาตรา ๑๑ ในวาระเริ่มแรก หากคณะรัฐมนตรีเห็นสมควรเพื่อประโยชน์ในการเร่งรัดให้การดำเนินการดังกล่าวบรรลุวัตถุประสงค์ และแล้วเสร็จภายในระยะเวลาที่กำหนด คณะรัฐมนตรีอาจมีมติให้กรรมการปฏิรูปผู้ใดพ้นจากตำแหน่งได้ โดยมิให้นำมาตรา ๑๖
