การร้องทุกข์ที่เหตุเกิดจากผู้บังคับบัญชา ให้ร้องทุกข์ต่อผู้บังคับบัญชา ชั้นเหนือขึ้นไป ตามลำดับ การร้องทุกข์ที่เหตุเกิดจากหัวหน้าส่วนราชการระดับกองบัญชาการขึ้นไป ให้ร้องทุกข์ต่อ ก.พ.ค.ตร. การร้องทุกข์ว่ากฎ ก.ตร. ที่ออกมาใช้บังคับก่อให้เกิดความไม่เป็นธรรม หรือขัดหรือแย้งต่อ พระราชบัญญัตินี้ ให้ร้องทุกข์ต่อ ก.พ.ค.ตร. ระยะเวลาการร้องทุกข์ การร้องทุกข์ และการพิจารณาวินิจฉัยเรื่องร้องทุกข์ ตามวรรคหนึ่ง วรรคสอง และวรรคสาม ให้เป็นไปตามที่กำหนดในกฎ ก.พ.ค.ตร. เลม่ ๑๓๙ ตอนที่ ๖๔ ก หนา้ ๗๐
