กรรมการ ก.พ.ค.ตร. ต้องไม่มีลักษณะต้องห้ามตามมาตรา ๒๔ วรรคหนึ่ง (๔) (๕) (๖) (๗) (๘) (๙) และ
(๑๐) และต้องไม่มีลักษณะต้องห้ามดังต่อไปนี้ด้วย
(๑) ไม่เป็นข้าราชการหรือพนักงานหรือลูกจ้างของหน่วยงานของรัฐหรือบุคคลใด
(๒) ไม่เป็นกรรมการในรัฐวิสาหกิจ
(๓) ไม่เป็นกรรมการในองค์กรกลางบริหารงานบุคคลในหน่วยงานของรัฐ
(๔) ไม่ประกอบอาชีพหรือวิชาชีพอย่างอื่น หรือดำรงตำแหน่งหรือประกอบการใดๆหรือ เป็นกรรมการในหน่วยงานของรัฐหรือเอกชน ทั้งนี้ อันมีลักษณะเป็นการขัดต่อการปฏิบัติหน้าที่
