ห้ามมิให้ผู้ใดสร้าง เก็บรักษา ขาย นำเข้า ส่งออก หรือใช้ประโยชน์ซึ่งตัวอ่อน ที่มีสารพันธุกรรมของมนุษย์มากกว่าสองคนขึ้นไป หรือตัวอ่อนที่มีเซลล์หรือส่วนประกอบของเซลล์มนุษย์ กับสิ่งมีชีวิตสายพันธุ์อื่นรวมกันอยู่
