ผู้รับใบอนุญาตต้องรับผิดในการกระทำของผู้อำนวยการสถานีที่ได้กระทำไปใน การควบคุมดูแลและบริหารกิจการกระจายเสียงหรือกิจการโทรทัศน์เสมือนเป็นการกระทำของตนเอง เว้นแต่จะพิสูจน์ได้ว่าการกระทำดังกล่าว ตนมิได้รู้เห็นหรือยินยอมด้วยและได้ใช้ความระมัดระวัง ในการป้องกันตามสมควรแล้ว
