ให้ล้างมลทินให้แก่บรรดาผู้ต้องโทษในกรณีความผิดต่างๆ ซึ่งได้กระทำก่อนหรือ ในวันที่ ๕ธันวาคม พ.ศ. ๒๕๕๐และได้พ้นโทษไปแล้วก่อนหรือในวันที่พระราชบัญญัตินี้ใช้บังคับ โดยให้ถือว่าผู้นั้นมิได้เคยถูกลงโทษในกรณีความผิดนั้นๆ
