ให้ล้างมลทินให้แก่บรรดาผู้ถูกลงโทษทางวินัยในกรณีซึ่งได้กระทำก่อนหรือ ในวันที่ ๕ ธันวาคม พ.ศ. ๒๕๕๐ และได้รับโทษหรือรับทัณฑ์ทั้งหมดหรือบางส่วนไปก่อนหรือ ในวันที่พระราชบัญญัตินี้ใช้บังคับ โดยให้ถือว่าผู้นั้นมิได้เคยถูกลงโทษหรือลงทัณฑ์ทางวินัยในกรณีนั้นๆ
