ให้ ยสท. จัดทำงบประมาณประจำปีโดยจำแนกเงินที่จะได้รับในปีหนึ่ง ๆ และ ค่าใช้จ่ายในการดำเนินกิจการ ค่าใช้จ่ายในการดำเนินกิจการ ให้แยกเป็นงบลงทุนและงบทำการ สำหรับงบลงทุนให้นำเสนอ คณะรัฐมนตรีเพื่อพิจารณาและให้ความเห็นชอบ ส่วนงบทำการให้นำเสนอคณะรัฐมนตรีเพื่อทราบ
