ให้รัฐมนตรีว่าการกระทรวงการคลังรักษาการตามพระราชบัญญัตินี้ และ ให้มีอำนาจออกกฎกระทรวงเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
