เมื่อผู้ประกอบธุรกิจบริการการชำระเงินตามมาตรา ๑๙ ถูกสั่งระงับ การดำเนินกิจการทั้งหมดหรือบางส่วนตามกฎหมายนี้หรือกฎหมายอื่น มีการร้องขอให้ฟื้นฟูกิจการ ถูกฟ้องล้มละลาย หรือถูกศาลสั่งพิทักษ์ทรัพย์ ให้เงินรับล่วงหน้าที่อยู่ในการครอบครองของผู้ประกอบธุรกิจ ดังกล่าวได้รับการคุ้มครองโดยไม่ถือเป็นทรัพย์สินที่อยู่ภายใต้การห้ามจำหน่าย จ่าย หรือโอน ตามคำสั่ง อันชอบด้วยกฎหมายที่ให้ระงับการดำเนินกิจการบางส่วนหรือทั้งหมด หรือตามกฎหมายที่เกี่ยวข้อง
