ผู้ใดประกอบธุรกิจบริการการชำระเงินภายใต้การกำกับโดยมิได้ขึ้นทะเบียน ตามมาตรา ๑๗ ต้องระวางโทษจำคุกไม่เกินห้าปี หรือปรับไม่เกินห้าแสนบาท หรือทั้งจำทั้งปรับ ผู้ใดประกอบธุรกิจบริการการชำระเงินภายใต้การกำกับโดยมิได้รับอนุญาตตามมาตรา ๑๗ ต้องระวางโทษจำคุกตั้งแต่สองปีถึงสิบปี หรือปรับตั้งแต่สองแสนบาทถึงหนึ่งล้านบาท หรือทั้งจำทั้งปรับ
