ในกรณีที่ใบอนุญาตจัดตั้งเขตปลอดอากรสูญหาย ถูกทำลาย หรือชำรุด ในสาระสำคัญ ให้ผู้ได้รับใบอนุญาตยื่นคำขอรับใบแทนใบอนุญาตภายในกำหนดสิบห้าวันนับแต่วันที่ได้ รับทราบถึงการสูญหาย ถูกทำลาย หรือชำรุดดังกล่าว การขอรับใบแทนใบอนุญาตและการออกใบแทนใบอนุญาต ให้เป็นไปตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่อธิบดีประกาศกำหนด
