อธิบดีมีอำนาจกำหนดเขตที่จอดเรือภายนอกเพื่อให้เรือขนถ่ายของโดยที่ไม่ต้องเข้ามา ในเขตท่าที่เป็นด่านศุลกากร และให้กำหนดเวลาที่จะให้ใช้ที่จอดเรือภายนอกนั้นไว้ด้วย ในกรณีที่มีเหตุฉุกเฉินหรือความจำเป็นเร่งด่วน อธิบดีอาจอนุญาตให้ขนถ่ายของนอกเขตที่จอดเรือ ภายนอกได้เป็นการเฉพาะคราว ทั้งนี้ อธิบดีอาจกำหนดเงื่อนไขให้ต้องปฏิบัติไว้ด้วยก็ได้
