การขนส่งของเข้ามาในหรือส่งออกไปนอกราชอาณาจักรตั้งแต่เขตแดนทางบก มายังด่านศุลกากร หรือจากด่านศุลกากรไปยังเขตแดนทางบก ต้องขนส่งตามทางอนุมัติ และภายใน กำหนดเวลาที่อธิบดีประกาศกำหนด การขนส่งของตามทางอื่นนอกจากทางอนุมัติหรือในเวลาอื่นนอกจากที่กำหนดไว้ในวรรคหนึ่ง ต้องได้รับอนุญาตจากอธิบดีตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่อธิบดีประกาศกำหนด
