ในกรณีที่การขนส่งของตามมาตรา ๘๖ เป็นการขนส่งตามลำน้ำที่เป็นเขตแดน ทางบก ให้อธิบดีมีอำนาจประกาศกำหนดเขตพื้นที่ตามลำน้ำที่เป็นเขตแดนทางบกนั้น เพื่อให้นายเรือ จอดเทียบท่าและขนถ่ายของที่นำเข้ามาในหรือส่งออกไปนอกราชอาณาจักร
