ให้มีคณะกรรมการกองทุนประกอบด้วยผู้ทรงคุณวุฒิที่มีความรู้ความเชี่ยวชาญ ในการบริหารจัดการด้านการเงิน และด้านวัฒนธรรมซึ่งคณะกรรมการแต่งตั้งจำนวนไม่เกินแปดคน เป็นกรรมการ ให้กรรมการตามวรรคหนึ่งเลือกกรรมการคนหนึ่งเป็นประธานกรรมการของคณะกรรมการ กองทุน ให้อธิบดีกรมส่งเสริมวัฒนธรรมเป็นกรรมการและเลขานุการ
