ก่อนเริ่มเปิดให้มีการลงคะแนนออกเสียง ให้คณะกรรมการประจำหน่วยออกเสียง นับจำนวนบัตรออกเสียงทั้งหมดของหน่วยออกเสียงนั้น และปิดประกาศจำนวนบัตรออกเสียงไว้ในที่เปิดเผย เล่ม ๑๓๓ ตอนที่ ๓๔ ก ทั้งนี้ การเปิดให้มีการลงคะแนนออกเสียง และขั้นตอนและวิธีการลงคะแนนออกเสียง ให้เป็นไปตามระเบียบที่ คณะกรรมการการเลือกตั้งกำหนด
