ผู้มีสิทธิออกเสียงซึ่งมีชื่ออยู่ในบัญชีรายชื่อผู้มีสิทธิออกเสียงของหน่วยออกเสียงใด ให้ลงคะแนนออกเสียงได้ ณ ที่ออกเสียงของหน่วยออกเสียงนั้น และให้มีสิทธิลงคะแนนออกเสียงได้ เพียงแห่งเดียว
