สภาผู้แทนราษฎรและวุฒิสภามีอำนาจเลือกสมาชิกของแต่ละสภา ตั้งเป็น คณะกรรมาธิการสามัญ และมีอำนาจเลือกบุคคลผู้เป็นสมาชิกหรือมิได้เป็นสมาชิก ตั้งเป็น คณะกรรมาธิการวิสามัญ เพื่อกระทำกิจการ พิจารณาสอบสวน หรือศึกษาเรื่องใด ๆ อันอยู่ในอำนาจ หน้าที่ของสภาผู้แทนราษฎรหรือวุฒิสภา แล้วรายงานต่อสภาผู้แทนราษฎรหรือวุฒิสภา แล้วแต่กรณี
