กฎกระทรวง ว่าด้วยหลักเกณฑ์การให้อนุปริญญา สำหรับผู้ที่สอบไล่ได้ครบทุกลักษณะวิชาตามหลักสูตรปริญญาตรี พ.ศ. ๒๕๔๙ อาศัยอำนาจตามความในมาตรา ๗ และมาตรา ๕๗ (๒) แห่งพระราชบัญญัติ สถาบันอุดมศึกษาเอกชน พ.ศ. ๒๕๔๖ อันเป็นกฎหมายที่มีบทบัญญัติบางประการเกี่ยวกับการจำกัด สิทธิและเสรีภาพของบุคคล ซึ่งมาตรา ๒๙ประกอบกับมาตรา ๓๑มาตรา ๓๕มาตรา ๔๘และมาตรา ๕๐ ของรัฐธรรมนูญแห่งราชอาณาจักรไทย บัญญัติให้กระทำได้โดยอาศัยอำนาจตามบทบัญญัติแห่งกฎหมาย รัฐมนตรีว่าการกระทรวงศึกษาธิการออกกฎกระทรวงไว้ ดังต่อไปนี้
