เมื่อได้มีประกาศกำหนดกิจกรรมควบคุมสำหรับสินค้าที่ต้องมีการรับรองแล้ว ห้ามมิให้ผู้ใดกระทำกิจกรรมควบคุมนั้น เว้นแต่จะได้มีการรับรองสินค้านั้น การรับรองสินค้า แบบการรับรอง และอายุการรับรอง ให้เป็นไปตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่รัฐมนตรีประกาศกำหนด ให้นำความในมาตรา ๑๔ มาใช้บังคับแก่ผู้รับรองด้วยโดยอนุโลม
