เมื่อได้มีประกาศกำหนดมาตรการตามมาตรา ๑๒
(๓) แล้ว ห้ามมิให้ผู้ใด กระทำกิจกรรมควบคุม เว้นแต่จะได้มีการปฏิบัติตามมาตรการที่กำหนดนั้น การกำหนดมาตรการตามวรรคหนึ่ง อธิบดีอาจกำหนดเงื่อนไขให้ผู้กระทำกิจกรรมควบคุม ต้องปฏิบัติด้วยก็ได้
