ผู้ร้องขอในประเทศไทยที่ประสงค์จะร้องขอความช่วยเหลือไปยังต่างประเทศเพื่อขอ ใช้สิทธิควบคุมดูแลเด็กและสิทธิในการพบและเยี่ยมเยียนเด็กตามพระราชบัญญัตินี้ ให้เสนอเรื่อง ต่อผู้ประสานงานกลาง ตามระเบียบที่ผู้ประสานงานกลางกำหนด และให้นำบทบัญญัติในหมวด ๒ ส่วนที่ ๑ มาใช้บังคับโดยอนุโลม
