ห้ามมิให้ผู้ประกอบธุรกิจในประเทศทำนิติกรรมหรือสัญญากับผู้ประกอบธุรกิจ ในต่างประเทศอย่างไม่มีเหตุผลอันสมควร อันก่อให้เกิดพฤติกรรมการผูกขาดหรือจำกัดการค้าอย่างไม่เป็นธรรม และส่งผลกระทบอย่างร้ายแรงต่อเศรษฐกิจและผลประโยชน์ของผู้บริโภคโดยรวม
