ให้กิจการที่สถาบันจัดตั้งหรือร่วมกับบุคคลอื่นในการจัดตั้งองค์กรที่เป็นนิติบุคคล ตามมาตรา ๒๓
(๗) ได้รับยกเว้นไม่อยู่ภายใต้บังคับแห่งกฎหมายว่าด้วยโรงงานผลิตอาวุธของเอกชน ทั้งนี้ ตามหลักเกณฑ์ วิธีการ และเงื่อนไขที่คณะกรรมการกำหนดซึ่งต้องมีมาตรการกำกับดูแล หรือควบคุมตามแนวทางที่กฎหมายดังกล่าวกำหนดไว้
