ในการพิจารณาร่างข้อบัญญัติท้องถิ่นของสภาท้องถิ่น ให้ตั้งคณะกรรมการ วิสามัญเพื่อพิจารณาร่างข้อบัญญัติท้องถิ่นที่ผู้มีสิทธิเลือกตั้งเข้าชื่อเสนอ โดยให้สภาท้องถิ่นแต่งตั้งผู้แทน ของผู้เข้าชื่อตามมาตรา ๘
(๓) ร่วมเป็นกรรมการวิสามัญด้วยไม่น้อยกว่าหนึ่งในสามของจำนวน กรรมการวิสามัญทั้งหมด สภาท้องถิ่นต้องพิจารณาร่างข้อบัญญัติท้องถิ่นที่ประชาชนเสนอให้เสร็จสิ้นภายในระยะเวลา ตามที่ข้อบังคับการประชุมสภาท้องถิ่นนั้นกำหนด
