ในการเสนอขออนุมัติจากคณะรัฐมนตรีเพื่อรวมหรือยุบเลิกทุนหมุนเวียน ให้คณะกรรมการเสนอข้อเท็จจริงและความเห็นเพื่อประกอบการพิจารณาของคณะรัฐมนตรีด้วย เมื่อคณะรัฐมนตรีมีมติให้ยุบเลิกทุนหมุนเวียนใด ให้ถือว่าเป็นการยุบเลิกทุนหมุนเวียนนั้นตามกฎหมาย เว้นแต่ในกรณีที่ทุนหมุนเวียนใดจัดตั้งขึ้นโดยกฎหมายเฉพาะ ให้ดำเนินการยกเลิกหรือแก้ไขเพิ่มเติมกฎหมาย เพื่อยุบเลิกทุนหมุนเวียนนั้น
