(๑) ตาย
(๒) ลาออก
(๓) ขาดคุณสมบัติหรือมีลักษณะต้องห้ามตามมาตรา ๖
(๔) รัฐมนตรีให้ออกจากตำแหน่ง เพราะบกพร่องต่อหน้าที่ มีความประพฤติเสื่อมเสีย หรือ หย่อนความสามารถ
