การจัดตั้ง การรวม และการยุบเลิกสำนักงานผู้อำนวยการสถาบันวิทยาลัย สำนัก ศูนย์หรือหน่วยงานที่เรียกชื่ออย่างอื่นที่มีฐานะเทียบเท่าวิทยาลัย ให้ทำเป็นประกาศ กระทรวงศึกษาธิการและประกาศในราชกิจจานุเบกษา การแบ่งส่วนราชการภายในสำนักงานผู้อำนวยการสถาบัน วิทยาลัย สำนัก ศูนย์ หรือ หน่วยงานที่เรียกชื่ออย่างอื่นที่มีฐานะเทียบเท่าวิทยาลัย ให้ทำเป็นข้อบังคับของสถาบัน
