ให้รองผู้อำนวยการสถาบันคนหนึ่งทำหน้าที่เป็นผู้บังคับบัญชา และรับผิดชอบ งานของสำนักงานผู้อำนวยการสถาบัน วิทยาลัย สำนัก ศูนย์ หรือหน่วยงานที่เรียกชื่ออย่างอื่นที่มีฐานะเทียบเท่าวิทยาลัย ให้มีผู้อำนวยการเป็นผู้บังคับบัญชาและรับผิดชอบงานของวิทยาลัย สำนัก ศูนย์ หรือหน่วยงาน ที่เรียกชื่ออย่างอื่นที่มีฐานะเทียบเท่าวิทยาลัยนั้น ส่วนราชการตามวรรคสองจะให้มีรองผู้อำนวยการเพื่อทำหน้าที่ตามที่ผู้อำนวยการ ส่วนราชการนั้นมอบหมายก็ได้
